IMDA TS CMT Issue 1 Rev 4 New Regulations Explained | Essential Reading for Mobile Phone Manufacturers


Attention all mobile phone manufacturers planning to export to Singapore!


Singapore's IMDA (Infocomm Media Development Authority) officially released the "Cellular Mobile Terminal Technical Specifications" (IMDA TS CMT Issue 1 Rev 4) on March 6, 2026. This update involves two mandatory requirements that directly affect whether your products can be sold in the Singapore market.


I. Two Mandatory Requirements Manufacturers Must Pay Attention To:


Regulations 1: 2G Disabled by Default (Section 5.2.3)


From December 31, 2026, all mobile phones sold in the Singapore market must have 2G network disabled by default. This means that the 2G function must be turned off at the factory, and users cannot (or find it extremely difficult) manually enable 2G connectivity.


Rule 2: Emergency Cell Broadcast (Section 5.4)


From April 1, 2026, all mobile phones must support the Emergency Cell Broadcast function. This function allows government agencies to push early warning information to all mobile phones in an area during emergencies (such as natural disasters or public safety incidents).

III. Important Exemption: This Product is Not Affected

Key Point: The above two provisions do not apply to devices that have been discontinued (End of Life, EOL) before the effective date.


EOL refers to products that are no longer sold in the Singapore market. If you have products that you plan to discontinue selling in 2026, and the date is earlier than the above effective date, you may be exempt from this provision. Manufacturers are advised to review their product lines in advance to assess whether they qualify for an exemption.


IV. Manufacturer Response Recommendations


1. Immediately review product roadmaps to confirm whether any products are affected.


2. Communicate with chip suppliers to confirm support for 2G disablement and emergency broadcast functions.


3. Prepare software upgrade plans in advance and ensure completion before the deadline.
