Chilean SUBTEL Type Approval: How to Obtain Import Licenses for Wireless Modules and RF Equipment in Chile

To sell or use wireless modules, RF equipment, and other similar products in the Chilean market, type approval certification from the General Directorate of Telecommunications (SUBTEL), under the Chilean Ministry of Telecommunications, is mandatory. This is a crucial step to ensure that the equipment complies with the country's wireless communication regulations, spectrum allocation, and technical standards, and is a prerequisite for the legal import, sale, and operation of the products.





The core objective of SUBTEL type approval is to prevent equipment from causing harmful interference to existing networks, ensuring the security and compatibility of public telecommunications networks, and protecting user rights. Its regulatory scope is broad, covering cellular modules (2G/3G/4G/5G), Wi-Fi modules, Bluetooth devices, Zigbee, LoRa, satellite communication terminals, walkie-talkies, and any other transmitting or receiving equipment using radio spectrum.


To successfully obtain approval, the applicant (usually a local importer or authorized representative) must follow a rigorous process. First, the product must be evaluated by a designated certification body accredited by SUBTEL. Key steps include RF compliance testing to verify that the device's transmit power, frequency range, bandwidth, and spurious emissions comply with relevant Chilean and international standards; electromagnetic compatibility testing to ensure the device does not generate or suffer from excessive electromagnetic interference during operation; and electrical safety assessment. Testing must be conducted in a qualified laboratory.


Technical documentation preparation is another cornerstone, requiring detailed product specifications, circuit diagrams, block diagrams, user manuals, photographs, and a complete test report issued by an accredited laboratory. For products already holding US FCC, EU CE-RED, or similar international certifications, some test results may be accepted, but ultimately, compliance with Chilean specific requirements is still necessary.


After completing testing and documentation preparation, submit an application and pay the corresponding fees through SUBTEL's online system. SUBTEL will review all materials, and upon approval, issue a type approval certificate. Certified products must clearly display the SUBTEL approval number on the device or label to be marketable.


The entire process is challenging, with common difficulties including accurately understanding Chilean-specific frequency bands and power limitations, ensuring the compliance of technical documentation, maintaining smooth communication with local representatives, and handling potential sample inspections. As technology evolves, SUBTEL continuously updates its regulatory framework for emerging product categories such as IoT devices and short-range devices.


Therefore, manufacturers and exporters who plan their certification strategies early, collaborate with experienced certification consultancies, and ensure compliance is aligned from the initial product design stage are crucial for efficiently and economically penetrating the Chilean wireless device market.
