In the unified market of the Eurasian Economic Union, the safety access of pressure equipment is strictly governed by technical regulation TR CU 032/2013. This regulation establishes mandatory safety requirements for the circulation, installation, and operation of pressure equipment within the Union, aiming to protect the safety of human life and health, property, and the environment. For manufacturers and exporters, understanding and completing EAC conformity assessment is a crucial legal step for entering the markets of member states such as Russia, Kazakhstan, and Belarus.
Depending on the risk level and intended use of the equipment, TR CU 032/2013 specifies two main forms of conformity assessment: the EAC Declaration of Conformity and the EAC Certificate of Conformity. The EAC Declaration of Conformity is typically applicable to relatively low-risk pressure equipment. It is a self-declaration by the applicant, based on their own evidence or a test report jointly completed with a certification body, within the Union's unified registration system, that their product complies with regulatory requirements. This is a confirmation model where the applicant assumes primary responsibility. For high-risk equipment, such as critical equipment used under extremely high pressure, high temperature, or involving hazardous media, regulations mandate a comprehensive audit and testing by a certification body to obtain a more authoritative EAC certificate of conformity. Both types of certificates have equal legal effect and are necessary documents for product clearance and sale.
The core process of applying for an EAC declaration of conformity or certificate begins with the preparation of technical documentation. Applicants must prepare detailed product technical documentation, design drawings, safety assessments, bills of materials, and operation manuals. Subsequently, product samples must be sent to an accredited laboratory for mandatory safety testing to ensure compliance with all parameter requirements of TR CU 032/2013 regarding strength, sealing, and safety devices. Based on the test reports and other documents, the certification body conducts an audit and, upon approval, registers the EAC declaration of conformity or issues an EAC certificate of conformity. After successful registration or issuance, the applicant can affix the EAC distribution mark to the product.
It is worth noting that for the serial production of pressure equipment, in addition to obtaining conformity documentation, subsequent production surveillance audits by the certification body may also be required. Failure to obtain the required EAC documentation or illegally affixing EAC markings to products will result in products being refused entry, being forcibly removed from shelves, fines, and even criminal prosecution. Therefore, relevant companies must clearly define the customs codes and risk classifications of their products in advance, select the correct conformity assessment scheme, and ensure the completeness and compliance of their technical documentation in order to efficiently and legally develop the important market of the Eurasian Economic Union.
