Japan METI Filing Process: Why is METI Filing Mandatory After PSE Certification?

For electrical equipment manufacturers planning to enter the Japanese market, obtaining PSE (Product Safety of Electrical Appliances & Materials) certification is a crucial milestone. However, many companies may not be aware that after obtaining PSE certification, there is a vital legal step—filing a filing with the Ministry of Economy, Trade and Industry (METI). This is not superfluous; it is the final legal hurdle for the legal circulation of products in the Japanese market.



First, it is essential to clarify the relationship between PSE certification and METI filing. PSE certification is an assessment of the product's safety and technical standard compliance, completed by a Japanese-recognized third-party certification body or a manufacturer's self-declaration of conformity (for specific Class A products). It proves that the product complies with the technical requirements of the Electrical Appliances Safety Law (DENAN Law). METI filing, on the other hand, is a legally mandated business process. According to this law, local importers or manufacturers in Japan (referred to as "filing obligors") must register detailed information about products that have passed PSE certification with the Ministry of Economy, Trade and Industry. In short, PSE certification is a "product conformity certificate," while METI registration is a product's "market access registration." Without the former, the latter is meaningless; however, even with the former alone, a product cannot be legally sold.


So, why is METI registration mandatory after PSE certification? The core reasons and legal basis are as follows:


1. Mandatory Legal Requirement: The Electrical Appliance and Material Safety Law clearly stipulates that entities obligated to register certain electrical appliances (i.e., products listed in the PSE catalog) sold in the Japanese market must submit registration to METI within 30 days of commencing business. This is a mandatory legal requirement, not an option. Selling products without completing registration is illegal.


2. Establishing a Responsibility Traceability System: The core purpose of METI registration is to establish a clear responsible party and product traceability chain. The registration information clearly identifies the "registrant obligated to register" (usually a Japanese importer or manufacturer) responsible for the product's compliance in the Japanese market. If a product experiences safety issues in the Japanese market, METI and relevant departments can quickly identify the responsible party through the registration information, ensuring consumer rights are protected and legal accountability is pursued. PSE certification only addresses compliance at the product's "birth," while METI registration manages the attribution of responsibility during its "distribution" process.


3. Foundation of Market Regulation and Supervision: The METI registration database is the data foundation for the Japanese government's effective regulation of the electrical product market. Through registration information, regulatory authorities can ascertain the source, model, and responsible party of products circulating in the market, facilitating market inspections, quality supervision, and risk warnings. Without unified registration information, market regulation would be impossible.


4. Necessary Documents for Customs Clearance: During the Japanese customs clearance process, importers typically need to provide METI registration documents (or registration number) for the relevant products to prove that the import complies with Japanese domestic laws. This is one of the crucial documents for the product to clear customs smoothly and enter the Japanese domestic distribution channels.


The basic METI registration process is as follows:


- Identify the declarant: Must be a company registered in Japan (importer or manufacturer).


- Prepare registration documents: These mainly include a copy of the PSE certificate of conformity or test report, product manual (in Japanese), and information about the declarant company.


- Submitting a Filing: The declarant submits the application through the online system designated by METI or to the local Bureau of Economy, Trade and Industry.


- Obtaining a Filing Receipt: After METI approval, it will issue a filing acceptance notice (filing number) to the declarant. This filing number is linked to the specific product and the declarant.


It is important to note that METI filing is based on the combination of the "declarant" and the "product model." If the same product is imported by different Japanese importers, each importer needs to file a separate METI filing for that product under its own name.


A common misconception is that PSE certification is more difficult and important, while METI filing is simply "paperwork." In reality, neglecting METI filing will render the entire compliance effort futile. Companies must clearly define the division of labor with their Japanese partners to ensure that the responsible Japanese party initiates and completes METI filing immediately after PSE certification, thus bridging the "last mile" for products entering the Japanese market and achieving legal, compliant, and worry-free sales.
