I. What is DOE Certification?


The US DOE energy efficiency certification, officially known as the US Department of Energy (DOE) energy efficiency certification, is a mandatory certification implemented by the US Department of Energy for electronic and electrical products according to relevant regulations.


Its main purpose is to improve product efficiency, save energy, and reduce energy waste, thereby reducing energy consumption and greenhouse gas emissions.


DOE energy efficiency certification covers more than 60 different types of products, including household appliances, heating/cooling equipment, electronic products, lighting products, etc. All manufacturers and importers of covered products must use the DOE testing procedures to ensure compliance with standards, unless explicitly exempted.


In addition, the DOE continuously updates its certification list to include more types of products, ensuring broad coverage to meet the needs of different fields.


DOE certification fees are assessed on a product-by-product basis, generally several thousand RMB, with a processing time of 3-4 weeks.


II. Which products require DOC certification?


1. Small battery charging systems: Bluetooth headsets, Bluetooth speakers, fitness trackers, mobile phones, tablets, car DVDs, MP3 players, MP4 players, and other products with small-capacity batteries.


2. Power supplies: External power supplies, power adapters. Commonly used chargers for mobile phones, tablets, etc.; currently, the DOE mandates that power adapters meet Level 6 energy efficiency requirements.


3. Televisions.


4. Audio-visual equipment: DVD players, etc.


5. Information equipment: Set-top boxes, monitors, etc.


6. Large battery charging systems: Such as electric vehicle charging equipment.


7. Lighting: LED lamps, fluorescent lamps, rectifiers, etc.


8. Transformers.


9. Home Appliances: Refrigerators, air conditioners, washing machines, etc.


10. Motors.


11. Bathroom Products: Showerheads, faucets, toilets, etc.


III. DOE Certification Process Steps


1. First, confirm whether the product falls within the DOE certification scope.


2. Prepare relevant documents and samples: US agent, specifications, circuit diagrams, etc.


3. Find a compliance body: Select a certification laboratory and apply for certification services.


4. Sample Testing: The laboratory conducts energy efficiency tests on the samples.


5. Report Issuance: After passing the test, the laboratory issues a detailed energy efficiency test report.


6. DOE Registration: Submit the test report and necessary information to the US Department of Energy website for registration.


7. Update Amazon Backend: Upload certification documents and energy efficiency labels.


IV. DOE Label Format Requirements


An important component of DOE energy efficiency certification is the energy efficiency label. The DOE sets and enforces minimum energy efficiency parameter requirements for equipment, which are mandatory for manufacturers. Energy Guide labels typically use a yellow background with black text, displaying the highest and lowest energy consumption or energy efficiency estimates for similar appliances. This information helps consumers understand the energy efficiency level of a product.


Various product types have specific labeling requirements. According to 16 CFR Part 305, the format requirements for Energy Guide energy efficiency labels in the United States are as follows:


1. Color and Font Requirements:


The label should be printed in yellow, and all text and graphics should be printed in black.


Only Arial fonts or equivalent fonts may be used.


2. Label Size Requirements


Standard Size: Width: 5.25~5.5 inches (13.34~13.97 cm) Length: 7.375~7.725 inches (18.78~19.34 cm)


For monitors: Standard size: 96mm x 192mm Small size: 57.6mm x 115.2mm (for diagonals less than 127cm or 50 inches)

Adhesive labels or hang tags are acceptable.


4. Label Content and Layout Requirements:


The label must clearly list the product name, main functions, annual energy cost, or key energy efficiency parameters.


The label must display the highest and lowest energy consumption or energy efficiency estimates for similar products to facilitate consumer comparison.


The label should display information according to the prescribed format and layout.


5. Label Placement Requirements:


The label should be clearly visible and affixed to a location easily observed by consumers.


6. Label Validity Period: Manufacturers are required to submit certification data to the Department of Energy annually through CCMS to ensure the accuracy of energy efficiency label information. The annual data submission deadline varies depending on the product.


IV. What happens if you don't get DOE certification?


1. Product Ban


Products that haven't completed DOE certification will be removed from e-commerce platforms like Amazon and will lose their sales eligibility. For example, Amazon US explicitly requires that, starting February 18, 2025, products that do not meet DOE standards will be prohibited from sale.


2. Heavy Fines


According to the Energy Policy and Conservation Act, uncertified products may be subject to hefty fines, calculated based on the number of days the product is sold and the sales volume. For example, a seller was fined $503 per day for showerheads that did not meet DOE energy efficiency standards, accumulating fines exceeding $200,000.


3. Difficulty in Resuming Sales


Even after certification is completed, fines must still be paid before sales can resume. Furthermore, if a product is found to be non-compliant, the DOE has the right to conduct random sampling inspections of products on the market, and if non-compliance is found, it may lead to further legal consequences.
