Brazil ANATEL Certification Process
I. What is ANATEL Certification?
Telecommunications products manufactured in Brazil or elsewhere require ANATEL certification before entering the Brazilian market. ANATEL certification primarily focuses on product safety and compliance with Brazilian telecommunications law.
ANATEL is the regulatory body for telecommunications equipment in Brazil, overseeing the entry of telecommunications and radio equipment into the Brazilian market. Before obtaining ANATEL formal approval, applicants must apply for a Declaration of Conformity (CoC) from an ANATEL-authorized Certification Organization (OCD). Only after preparing the necessary documents through OCD can an ANATEL certification application be submitted.
II. What Types of Products Require Certification?
ANATEL has a list of products requiring certification. These mainly fall into three categories:
Type I: Terminal equipment intended for public use to facilitate the public benefit of telecommunications services. Common examples include 2G/3G products such as mobile phones, satellite phones, VoIP phones, mobile phone batteries, mobile phone adapters, mobile phone power banks, telephone signal lines, and modems.
Type II: Any device using radio waves not covered by Type I, such as low-voltage devices, unlicensed equipment, and antennas.
Common examples include products like Wi-Fi, BitTorrent, NFC, and LoRa, such as television and radio antennas, receivers, transmitters, wireless network equipment, and RF automation equipment.
Type III: Any device regulated by Anatel's rules and regulations not covered by Type I or II. Examples include fiber optic cables, cable connectors, mobile network signal transmitters, and switches.

IV. What's Required for Product Certification?
After confirming the product category, OCD will send a business proposal document. Upon acceptance of the proposal, the customer must send the following documents to OCD:
● Product technical specifications;
● User manual
● External and internal photos of the product;
● ISO 9001;
● Basic customer information and product information;
● Some documents requiring signature, such as a letter of authorization.
After sending these documents, the laboratory will begin testing the product. The certification process is complete when ANATEL publishes the approval certificate for its product on the SGCH website and generates an approval number.
