I. Certification Introduction


The Eurasian Customs Union (EAC) certification, also known as the Customs Union certification, currently comprises five member states: Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. To facilitate trade among the member states and to avoid technical regulatory barriers to import and export products within this customs union, the Customs Union has legislated to issue mandatory Customs Union Technical Regulation (TR) certificates.


The five member states adopt a unified certification: EAC certification, also known as CU-TR certification. Certificates can be issued from any of the five member states.


EAC certificates/declarations issued by any country are managed on the unified Eurasian Customs Union government website and enjoy the same customs union treatment and responsibilities.


- Regulatory Bodies: Official and designated bodies in Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan


- Issuing Bodies: Third-party certification bodies authorized by the Customs Union


- Controlled Products: Scope of products controlled by various directives


- Reference Regulations: EN standards


- Technical Requirements: AC 220V, 50Hz (other 4 countries); AC 230V, 50Hz (Armenia)


- Certification Modes:


COC: Testing + Factory Audit + Certification


DOC: Registration + Declaration


II. Scope of Certification


The EAC mandatory list is determined based on the directives that the product needs to meet. The determination principle is: referring to the scope of products controlled by the directives, providing product specifications and HS CODE for joint confirmation.


III. Certification Cycle:


- COC: 4-6 weeks


- DOC: CE + 2 weeks


IV. Sample Quantity:


- COC: 1 unit


- DOC: N/A


V. KC Certification Nameplate Requirements


After obtaining EAC certification, the EAC logo and related information must be affixed to the product as follows:


1) Must include the following information:


- Model name, product name, country of manufacture


- EAC logo (minimum height 5mm)


2) Affixing location: On the product itself


VI. EAC Requirements for Certificate Holders: The certificate holder must be a customs union company; proxy holders are permitted.


VII. Document List:

- Application form


- POA authorization letter


- Local agent information


- HS CODE


- Instruction manual (Russian)


- Specification (Russian)


- Label (Russian)


- CB report and certificate (for reference if necessary)


- Sample unit: 1 unit (may vary depending on the product)


- Factory information (name, address, contact person, email, GLN code)

VIII. Important Notes:


1) The COC certificate method requires a factory inspection. A video application can be arranged, but a fee applies.


2) Due to the international situation, sending prototypes to Russia is difficult. Please consult international certification bodies for details.


3) If the product has RF functionality, additional FAC certification is required. Please refer to the FAC FAQ for details.


4) Most electronic products also require EAEU RoHS certification. Please refer to the RoHS FAQ for details.


5) Products with encryption functionality require an FSS (also called FSB) certificate, often referred to as encryption certification. This is generally required for servers, etc. Please refer to the FSS/FSB FAQ for details.
