How are CPSC+CPC certifications obtained for children's electronic keyboards, and what are their differences?
CPSC: A major consumer protection organization in the United States, short for Consumer Product Safety Committee. It's an institutional body; you can think of it as a reporting body.
CPC: Children's Product Certificate. This is a certificate issued by a CPSC-authorized third-party laboratory based on test data after the product has been tested according to regulations.
CPSC has published a total of 38 standards, mainly covering the following testing areas:
1. CPSIA total lead and phthalates;
2. US toy standard ASTM F963;
3. Electric toy safety standard 16 CFR Part 1505;
4. Rattle toy requirements 16 CFR Part 1510;
5. Pacifier safety standard 16 CFR Part 1511;
6. Flammability of children's clothing and carpets, such as 16 CFR Part 1610;
7. Standards for toddler products: strollers, cribs, playpens, baby carriers, car seats, bicycle helmets, etc.
The items requiring third-party testing for a Children's Product Certificate (CPC) include, but are not limited to, the following:
15 USC1278a: Lead in non-metallic children's products
15 USC1278a: Lead in children's metal products
15 USC1278a: Lead in children's metal jewelry
15 USC2057c: Phthalate plasticizers in toys and certain children's products
16 CFR Part 1303: Lead-containing paint
ASTM F963-16: Toy safety standards (specific chapter required)
A Children's Product Certificate (CPC) must be based on passing test results from third-party testing. Third-party testing laboratories provide testing services and results, and can also assist companies in drafting CPCs, but the manufacturer or importer remains the primary entity responsible for children's product certification.
Why Amazon CPC certification fails?
1. How to obtain Amazon CPC certification? What is CPC certification? This year, Amazon toy sellers received the following email:
Your submitted Children's Product Certificate (CPC) must meet the following requirements:
1. Product name and description
2. Manufacturer's name
3. Date and place of product manufacturing
4. Date and place of product testing
5. Name and address of the laboratory conducting the testing
6. List of consumer product safety regulations for which the product is certified
The CPC certification must comply with:
I. 15 USC 2057c: Phthalate content requirements for toys and children's products.
II. ASTM F963-16, Consumer Safety Standard Specification for Toy Safety.
III. 15 USC 1278a: Lead content requirements for children's products.
IV. 16 CFR Part 1303, Requirements prohibiting lead paints and lead-containing toys and other children's products.
5.16 CFR Part 1501 complies with the requirement that a small number of toys and other articles are prohibited for use by children under 3 years of age due to choking, inhalation, or ingestion hazards.
Since toys sold on Amazon must comply with the Consumer Product Safety Commission (CPSC), CPC certification must be conducted by a CPSC-authorized laboratory! Before applying for CPC certification, sellers are strongly advised to confirm that the testing company is CPSC-authorized; this is crucial!
2. Why did my CPC certification fail?
Selling products on Amazon, especially on the platform, is truly challenging. Sellers are hoping to earn a little money and make a living, yet they frequently need to provide various certifications. I'm currently experiencing the agonizing process of CPC review for my children's toys. The product itself isn't complex, just a bit novel and unique, but I've submitted CPC certification multiple times without success.
After numerous communications and research with service providers, I finally succeeded. I want to share my experience to prevent others from making the same mistakes and wasting time and energy.
1) Finding the right lab and the right person: Many large institutions have qualifications and experience, but their service attitude and experience vary greatly and are largely a matter of luck. Therefore, finding a responsible and dedicated salesperson is the key. Labs are plentiful, and you can search online. Some salespeople are only interested in making money and neglect their duties or shirk responsibility once they receive payment. My conclusion is that finding the right person is crucial.
2) Are the product testing standards correct? Are the testing items complete? Traditional trade and direct export testing reports differ from Amazon's product testing requirements. Therefore, sellers are often unaware of the testing process and rely solely on lab salesperson recommendations, performing unnecessary tests to save costs and avoid essential Amazon-required tests. While the testing costs may seem low, the results will consistently fail the review. This is a pain point for me, and I urge everyone to remember it. Complete all tests the first time and partner with a lab experienced in Amazon platform services.
3) CPC Certificate: As everyone knows, products in the children's category now require CPC certification. In addition to the testing report, a CPC certificate is also required. Of course, you can provide the documents yourself or have a lab provide them. The regulations clearly specify the format and requirements; seeing some competitors submitting all sorts of flimsy versions, it's no wonder they won't approve your application. I suggest you either find the regulations yourself or have a lab provide the documents. Don't be unrealistic and try to do it haphazardly, or you'll fail.
4) Key point, based on experience: Remember, if you've done all three points above and still fail, where's the problem? The problem is definitely with us. It's inconsistencies in the information we provided to the lab. Account name, manufacturer name, product name, product model—if they don't match the information in the backend, how can Amazon review your application? From what I understand, some merchants have failed because they missed a single letter in their submitted information. We must be responsible for the information we provide. In short, the point of all this is to help everyone avoid pitfalls on the CPC certification path and pass on the first try.
