In October 2020, the Cyber ​​Security Agency of Singapore (CSA) launched the Cybersecurity Labelling Scheme (CLS), the world's first cybersecurity labeling program for consumer IoT products. It employs a 1-4 rating system to help consumers intuitively assess product security levels. On March 18, 2026, CSA and Japan's Ministry of Economy, Trade and Industry (METI) signed a MoC, achieving mutual recognition between CLS and Japan's JC-STAR (Japan Cyber ​​Security Operational Readiness Transparency).


Impact on IoT Device Manufacturers


Following the signing of the MoC between Singapore's CSA and Japan's METI, this means the following for IoT device manufacturers (such as smart cameras, routers, smart locks, wearable devices, etc.) targeting both the Singapore and Japanese markets:


After obtaining CLS or JC-STAR certification, they can apply for recognition from the other party if they meet the requirements, eliminating the need for repeated testing.


Certification costs and time are expected to be significantly reduced.


It will facilitate the rapid entry of products into the Singapore and Japanese markets.

Singapore currently has IoT security mutual recognition agreements with five countries: Finland, Germany, South Korea, the United Kingdom, and Japan.
