South African Certification System and SANS 164/SANS 60884 Series Standards for Plugs and Sockets

 The National ROC Compulsory Requirements Control Authority (NRCS) is one of the most important certification bodies in South Africa. Formerly the regulatory body for SABS certification, it later became an independent government agency specifically responsible for product safety oversight. The NRCS issues Letters of Authority (LOA) certificates, which are mandatory safety certification licenses for electronic and electrical products entering the South African market. All compliant electronic and electrical products, whether exported or locally manufactured and sold, must obtain an NRCS LOA authorization for normal customs clearance and sale.



The South African Bureau of Standards (SABS) is another key agency. SABS is responsible not only for developing South African national standards but also for certification and testing. This agency issues two main certifications: Certificate of Compliance (COC) and the SABS Mark. The COC certification, which addresses electromagnetic compatibility (EMC) of products, is mandatory. The SABS mark certification, on the other hand, is voluntary but has stricter requirements, necessitating factory inspections and product testing by SABS. After certification, it requires biannual annual audits.


For wireless communication equipment, South Africa has an Independent Communications Authority (ICASA). All wireless communication equipment exported to the South African market must pass ICASA type approval before it can be sold. This certification process is similar to network access type approval in China. It's important to note that ICASA certification can only be issued to registered companies or representative offices in South Africa. Therefore, domestic manufacturers typically need to apply through local importers or agents, although the relevant testing can be completed in domestic laboratories.

SANS 164: Plugs and sockets for South African household and similar uses, covering plugs, fixed or portable sockets, and adapters with or without grounding contacts, for rated current not exceeding 16A and rated voltage not exceeding 250V, for South African household and similar uses.


SANS 60884: Applicable to a series of safety standards for plugs, sockets, adapters and extension cords used in South Africa for household and similar purposes.
