What is METI Registration in Japan?


The Ministry of Economy, Trade and Industry (METI) is an administrative agency of Japan, not a province or place name. Its jurisdiction is similar to that of China's Ministry of Commerce. Its main functions include: promoting the vitality of the private sector, ensuring smooth development of foreign economic relations, guaranteeing economic and industrial development, ensuring a stable and efficient supply of mineral resources and energy, and drafting and implementing the Electrical Appliance and Material Safety Law (PSE).



Why Apply for METI Registration? PSE certification is a mandatory safety certification in Japan, used to prove that electrical and electronic products have passed the safety standard tests of the Japanese Electrical Appliance and Material Safety Law (DENAN LAW) or international IEC standards. Japan's DENTORL Law (Electrical Appliance and Material Control Law) stipulates that 457 types of products must pass PSE safety certification to enter the Japanese market. Of these, 116 Class A products should obtain the diamond-shaped PSE mark, and 341 Class B products should obtain the circular PSE mark. Regulations require Japanese buyers to register with METI (Ministry of Economy, Trade and Industry) within one month of purchasing goods and to affix their name or ID to the products for future monitoring and supervision during the sales process.

METI Registration Process:

1. Submit application documents

The approval certificate issued by METI requires the importer to register with METI using a PSE (Product Safety and Engineering Certificate) supplementary certificate. Japanese importers must register with METI within one month of purchasing goods and must be Japanese trading companies registered in Japan to apply for METI registration. (This can be understood as requiring a local Japanese company to provide a guarantee for the product sold in Japan. In case of problems or major accidents, relevant departments can immediately hold the guarantee company accountable.)


METI Filing Documents: Importer Qualifications, PSE Certificate


If the applicant has their own Japanese company, they can apply for METI filing themselves using their PSE certificate. If they do not have a Japanese company, they need to find an agency to handle the filing. (Note: Do not use an agency with only one or two Japanese importers. If a major problem occurs with the products of one of the companies affiliated with that agency, all the other affiliated companies will be affected, posing a significant risk.)


METI Filing Period: 5-7 business days


METI Validity: 3 years (the industry default is long-term validity)


Special Note: From February 1, 2019, lithium batteries and portable battery packs for portable electrical appliances with an energy density of 400Wh/L or higher (must bear the circular PSE mark on the product and meet the requirements of Table 9 or Table 12 J62133(H28) (JISC8712(2015))) Or, in accordance with the standards of IEC 62133 (2012), apply for METI registration.


Scope of Application:


1. Nickel-metal hydride and nickel-cadmium batteries – nickel-based


2. Rechargeable lithium batteries (including power banks) – lithium-based


3. Not applicable to button batteries
