BSMI Introduction
Certification Overview
The Bureau of Standards, Metrology and Inspection (BSMI) of the Ministry of Economic Affairs in Taiwan has established a quality management system responsible for the legal inspection and testing of products (including electrical appliances) intended for sale, import, or any commercial use in Taiwan. BSMI is an abbreviation for the Bureau of Standards, Metrology and Inspection. According to a notice from the Ministry of Economic Affairs, since July 1, 2005, products entering Taiwan have been subject to electromagnetic compatibility and safety regulations. After 2009, energy efficiency requirements were also introduced for air conditioners and refrigerators, bringing them under BSMI's control.
The holder of a BSMI certificate must be a local Taiwanese company. Test reports must be issued by a BSMI-accredited laboratory in Taiwan. Generally, the tariff code (CCC code) determines whether a product falls within BSMI's scope. The CCC code is usually provided by the manufacturer. The CCC code, or Standard Classification of Commodity of the Republic of China Code, is similar to the international HS code.
Depending on the product and certification requirements, BSMI offers three certification models:
1. Type Approval (TA)
Applicable to electrical and electronic products, regulated by EMC and Safety. Implemented on November 1, 2002, replacing the EMC Management System (EMS). Suitable for manufacturers producing multiple products, requiring batch-by-batch inspection; an inspection fee is charged for each customs import. The certificate is valid for 3 years and can be renewed once.
2. Registration of Product Certification (RPC)
Applicable to electrical and electronic products, regulated by EMC and Safety. Implemented on January 1, 1999. Suitable for manufacturers producing a single product for long-term sales; no additional fees are charged for subsequent customs imports. An annual fee is required. The certificate is valid for 3 years and can be renewed once.
3. Declaration of Conformity (DOC)
Customer self-declaration; the customer applies for and pays the fee directly to BSMI. This applies only to components of information technology equipment, and is subject to EMC and Safety regulations. It came into effect on January 16, 2000. Certificates are valid indefinitely, but may require retesting due to changing standards.
Product Scope
The product scope is divided according to the certification mode. Three different certification modes control different product ranges. Generally, the products controlled by TA and PRC are the same, while the products controlled by DOC do not overlap with TA/PRC. Details are as follows:
1. Type Approval (TA)
Controlled products are the same as PRC.
2. Registration of Product Certification (RPC)
Controlled 148 types, including electric blankets, fans, air conditioners, refrigerators, washing machines, water dispensers, dishwashers, electric motors, juicers, water heaters, electric irons, induction cookers, switches, plugs and sockets, wires and cables, textiles, and lighting fixtures.
3. Declaration of Conformity (DOC)
Coverages 30 types of devices, including typewriters, cash registers, calculators, disk drives, cameras/camcorders, USB flash drives/external hard drives, and optical drives.
Application Process
1. Client prepares samples and documents.
2. Engineer checks samples; if samples and documents are acceptable, the application is submitted to Waltek.
3. Waltek submits samples and documents to its partner laboratory in Taiwan for testing.
4. The laboratory issues a report and submits it to BSMI; BSMI issues the certificate.
Certification Mark
The mark can be printed by the manufacturer, scaled proportionally, and can be printed on the product itself, packaging, or hangtag. For example, in R3A001, R represents the certification mode RPC, 3 represents the inspection bureau jurisdiction code, and A001 is the serial number code issued by the inspection bureau. The identification code can be displayed below or to the right of the inspection mark, as shown in the example below:

Certificate Validity:
1. Type Approval (TA): Certificate valid for 3 years, renewable once.
2. Registration of Product Certification (RPC): Certificate valid for 3 years, renewable once.
3. Declaration of Conformity (DOC): Certificate is valid indefinitely, but may require retesting due to changing standards.
Factory Audit Requirements: Generally, no factory audit is required. Exemption from factory audit is only available for registration of product certification (2+4/5/6/7 mode) with a compliant ISO certificate.
Certificate Holder Requirements: Must be a company registered in Taiwan or have a local agent holding the certificate.
Introduction to Taiwan's NCC
Certification Overview
NCC is the abbreviation for the National Communications Commission of Taiwan, and also the name for wireless communication certifications under its jurisdiction. In response to the global trend of digital convergence and regulatory innovation, and to integrate the current fragmented communications and broadcasting situation, the government recommended at the 8th Electronics, Information and Telecommunications Strategy Conference (SRB Conference) of the Executive Yuan in 1998 that a telecommunications and information broadcasting integration regulatory agency be established. The two laws establishing the NCC—the Basic Law on Communications and the Organization Law of the National Communications Commission—were promulgated and implemented on January 7, 1993, and November 9, 1994, respectively, and the National Communications Commission was formally established on February 22, 1995.
The NCC stipulates that all telecommunications terminal equipment, low-power radio frequency motors, and regulated radio frequency equipment must obtain formal approval before they can be sold on the market.

2. Land Mobile Communication Network (PLMN): Radio Calling System Terminal Equipment/Mobile Data Terminal Equipment/Relay Wireless Telephones/GSM Mobile Phones and Terminal Equipment/1880~1895MHz Wireless Dedicated Exchanges and Terminal Equipment/DCS1800 Mobile Phones and Terminal Equipment/Third Generation Mobile Communication Terminal Equipment.
Low Power Radio Frequency Motor Products (RF):
1. Low power radio frequency motors operating at frequencies below 1GHz.
2. Low-power radio frequency motors operating at frequencies above 1 GHz, excluding equipment utilizing frequency hopping or digital modulation.
3. Unlicensed national information infrastructure or equipment employing frequency hopping or digital modulation.
