Certification Introduction


China Compulsory Certification, abbreviated as CCC certification or 3C certification, is a mandatory product certification system implemented by the State Administration for Quality Supervision, Inspection and Quarantine (AQSIQ) on December 3, 2001, to fulfill its WTO commitments following China's accession to the WTO. This system replaced the previous three certifications—the Import Commodity Safety and Quality Licensing System (CCIB mark), the Electrical Product Safety Certification System (Great Wall Certification), and the National Safety Certification (CCEE)—with the CCC system, unifying the three certifications into one. Implementation and supervision are carried out by the Certification and Accreditation Administration of China (CNCA), with 15 authorized issuing bodies and 152 laboratories specifically responsible for implementation. The regulations stipulated that from August 1, 2002, certification applications for the first batch of 132 products in 19 categories listed in the mandatory product catalog would be accepted. These products in the catalog must pass CCC certification and bear the CCC mark to be sold on the market.

According to the "Announcement of the Certification and Accreditation Administration of the People's Republic of China on Issuing the Implementation Rules for Compulsory Product Certification" (Announcement No. 23 of 2014 by the Certification and Accreditation Administration of the People's Republic of China), to ensure the effective implementation of the new implementation rules, all relevant designated certification bodies should formulate corresponding certification implementation rules in accordance with the requirements of the new rules. The implementation rules and implementation details are implemented in tandem.


According to the provisions of the implementation details, enterprises are classified into four levels: A/B/C/D, based on principles such as factory inspection conclusions, sampling test results, supervision and inspection conclusions, and product quality status. The level will directly affect the certification mode applicable to the enterprise's application for CCC certificate. For example, Class A enterprises generally do not require an initial factory inspection. Enterprises applying for CCC certification for the first time belong to Class B.

Products listed in the "Product Catalog for Compulsory Product Certification" include 22 major categories and 186 types of products, such as household appliances, automobiles, safety glass, medical devices, wires and cables, and toys.


Application Process


1. The client submits documents and samples to Waltek.


2. Waltek applies for CCC certification through the online system.


3. After the accredited laboratory completes testing and issues a test report, it applies for the initial factory audit to CQC.


4. Upon completion of the factory audit, CQC reviews the documents and issues the CCC certificate.

CQC Certification


Certification Introduction


CQC is the abbreviation for China Quality Certification Center. Unlike the CCC mark, the CQC mark is a voluntary product certification, also issued by the China Quality Certification Center (CQC). CQC certification indicates that a product meets relevant quality, safety, performance, electromagnetic compatibility, and other certification requirements by affixing the CQC mark. The certification scope covers more than 500 products, including machinery and equipment, power equipment, electrical appliances, electronic products, textiles, and building materials. CQC mark certification focuses on indicators that directly reflect product quality and affect consumer safety and property, such as safety, electromagnetic compatibility, performance, and limits for hazardous substances (RoHS). It aims to protect consumer interests, promote product quality improvement, and enhance the international competitiveness of domestic enterprises.


The application process for the CQC mark is the same as for the CCC mark, using both online and paper-based methods (primarily online). The scope of voluntary CQC products covers 160 major categories. Products not covered by CCC can apply for the CQC mark, which helps with smooth customs clearance in the Chinese market, improves product quality, helps companies become well-known brands, and increases product competitiveness in the Chinese market.

Includes 160 major categories such as electronic products, household appliances, lighting appliances, tires, glass products, low-voltage electrical appliances, water pumps, wind power products, generator sets, motor vehicle products, commercial equipment, auto parts, textiles, building materials, cement products, sanitary ware, storage batteries, and school supplies.


Application Process


1. The client submits documents and samples to Waltek.


2. Waltek applies for CCC certification through the online system.


3. After the accredited laboratory completes testing and issues a test report, Waltek applies for the initial factory audit with CCC.


4. Upon completion of the factory audit, CQC reviews the documents and issues the CQC certificate.

China Energy Label


Certification Introduction


To strengthen energy conservation management, promote energy-saving technological progress, and improve energy efficiency, the National Development and Reform Commission and the State Administration for Quality Supervision, Inspection and Quarantine have formulated the "Energy Efficiency Label Management Measures," which came into effect on March 1, 2005.


China's energy efficiency label is a color-coded label with a blue and white background, divided into five levels: 1, 2, 3, 4, and 5. Level 1 indicates that the product has reached the international advanced level and is the most energy-efficient, meaning it consumes the least energy. Level 2 indicates relatively energy-efficient. Level 3 indicates that the product's energy efficiency is at the average level of the Chinese market. Level 4 indicates that the product's energy efficiency is below the market average. Level 5 is a market access standard; products below this level are not allowed to be produced or sold.


Product Scope


Currently, 11 batches of product lists have been released, including household refrigerators, room air conditioners, household electric washing machines, self-ballasted fluorescent lamps, storage-type electric water heaters, household induction cookers, computer monitors, photocopiers, automatic rice cookers, AC electric fans, flat-screen TVs, digital TV receivers, etc.
