Certification Introduction


PSE certification (Product Safety of Electrical Appliance & Materials) is a market access system implemented by the Japanese government for electronic and electrical products. It is an important part of Japan's Electrical Product Safety Law (DENAN). On April 1, 2001, Japan revised the DENAN law, placing it under the management of METI (Ministry of Economy, Trade and Industry). METI does not directly issue certificates but authorizes third-party certification bodies to conduct conformity assessment tests and issue certificates.


METI authorizes the Japan Electrical Safety and Environmental Technology Research Laboratory (JET) and the Japan Quality Assessment Agency (JQA) as Qualified Certification Bodies (CABs) to conduct testing and certification of electronic and electrical products and to supervise the market, in accordance with regulations. In addition, TUV, UL, CQC, and other organizations are also Qualified Certification Bodies.


According to regulations, all controlled electronic and electrical products must submit a business declaration to the Minister of Economy, Trade and Industry before being manufactured or exported to Japan, and the PSE mark must be affixed to the product as required by regulations. The Electrical Safety Law stipulates that Class A and Class B products must bear the PSE diamond mark and PSE circular mark, respectively. Two standards apply:


Ministry Ordinance 1: Japanese domestic standard (including EMI standard)


Ministry Ordinance 2: J standard (excluding EMI standard) = IEC standard + Japanese differences


Product Scope


To date, a total of 457 products fall under the scope of the Electrical Products Safety Law. Of these, 116 products, which are considered highly dangerous and prone to electric shock, fire, etc., are classified as "Specified Electrical Products – Class A Electrical Products," such as chargers and adapters. The remaining 341 products, which pose less of a hazard, are classified as "Non-Specified Electrical Products – Class B Electrical Products," including most large and small household appliances, lighting products, and lithium batteries.
