S-mark/PSB Certification
Background: Spring (Singapore Standards, Productivity and Innovation Board) is Singapore's safety regulatory body. It has implemented the Consumer Protection (Safety Requirements) Registration Scheme (CPS), which regulates the quality of 45 categories of household appliances, electronic products, and gas products to ensure they meet specific safety requirements and protect consumer interests. Regulated products must obtain safety certification and register with Spring. Certified products must bear the Spring Safety Mark (PSB certification) before they can be sold.
PSB Certification Scope: 45 specific categories of electrical products, including: refrigerators, air conditioners, washing machines, vacuum cleaners, fans, kitchen appliances, irons, and hair styling appliances; audio products; personal computers and peripherals; plugs, sockets, fuses, cable reels, gas-related components, and complete units.
PSB Certification Process: Before product certification, the product supplier or their Singapore agent must first register with Spring. Spring registers the supplier and assigns a unique code (consisting of three capital letters). The registered supplier becomes a "Registered Supplier." Samples are tested in a Spring-accredited laboratory or CB laboratory to obtain the relevant RTL or CB test report. The applicant submits a certification application to a Spring-accredited CAB. After product certification, the CAB issues a Certificate of Conformity (CoC) and applies for product registration with Spring. The manufacturer can affix or print the safety mark on the product or packaging.

PSB Certification Notes: The CoC holder must be a local Singapore agent and must first register with Spring and obtain a unique Registered Supplier Code (RS Code).
Each certificate can only contain one model number and one trademark. The certificate holder must be a local Singapore company; there are no factory inspections or annual fees.
PSB Certification Validity: Three years. 5. If the product has a plug, an SS246 test and certification report is required!
6. Product certification cannot be applied for as a "series" (each certificate can only cover a single model).
