Certification Introduction
The Vietnam CR mark certification is a safety certification managed by the Vietnam Directorate for Standards, Metrology and Quality (STAMEQ). STAMEQ designates the Vietnam Quality Certification Center (QUACERT) as the issuing body for CR mark certificates and the Vietnam Quality Inspection Center (QUATEST) as the conducting body for testing electronic and electrical products. STAMEQ implemented its Product Certification system in 1996. Regulations stipulate that all electronic and electrical products within the scope of CR mark certification must undergo product testing and factory audits to obtain a CR mark certificate and affix the CR mark before entering the Vietnamese market.
Product Scope
Decision 21/2009/QD-BKHCN mandates the following 13 product categories from June 1, 2010:
1. Instantaneous water heater
2. Water heating and containing machine
3. Hairdryer and other hairdressing tools
4. Electric kettle
5. Rice cooker
6. Electric fan
7. Flat iron
8. Microwave oven
9. Electric oven, (portable) toaster and other similar cooker
10. Electric wire coated PVC with nominal voltage up to 450/750V
11. Portable immersion appliances
12. Tea or coffee making appliances
13. Hand dryers
QCVN 9: Regulation 2012/BKHCN introduced new EMC requirements for seven product categories, effective July 1, 2013:
Instantaneous water heaters, handheld drills, self-ballasted lamps, vacuum cleaners, washing machines, refrigerators, and air conditioners.
Application Process
1. The customer submits application documents and samples to Waltek.
2. Waltek reviews the documents and sends samples to the laboratory for testing.
3. Simultaneously with testing, a designated inspection agency conducts a factory audit and issues an audit report.
4. The certification body evaluates the test report and audit report and issues a CR certificate.
