What is REACH?
What is REACH?
REACH is short for the European Union regulation "Registration, Evaluation, Authorization and Restriction of Chemicals," a chemical regulatory system established by the European Union and implemented on June 1, 2007.
REACH is a unified set of regulations for the management of chemicals, covering approximately 30,000 chemical substances. Its main contents are as follows:
1. All existing or new chemical substances produced or imported in quantities of 1 ton or more per year must be registered.
2. Enhanced information flow throughout the supply chain through Safety Data Sheets (SDS).
3. Evaluation of some registered substances.
4. The use and placement on the market of Substances of Very High Concern (SVHCs) must be permitted.
5. Restrictions on unacceptable substances.
6. The establishment of the European Chemicals Authority (ECHA) to manage the entire system.
REACH Obligations:
REACH covers almost all products exported to the EU (except food, pharmaceuticals, and pesticides). To comply with REACH requirements, each link in the supply chain must undertake corresponding obligations:
1. Chemical suppliers: Provide chemical information and SDS.
2. Raw material suppliers: Collect chemical information, transmit chemical information, and check for the presence of SVHCs.
3. Manufacturers of non-EU goods: Collect chemical information, transmit chemical information, pre-register as required, and notify of any existing SVHCs. 4. Brand Owners: Pre-register as required, collect/notify of existing SVHCs, prepare SDS (Safety Data Sheets), report calculations, and demonstrate due diligence.
5. Retailers: Pre-register as required, collect/notify of existing SVHCs, prepare SDS (Safety Data Sheets), report calculations, and demonstrate due diligence.
What are SVHCs?
According to Chapter 57 of the EU REACH Regulation, the European Chemicals Agency (ECHA) identifies substances that may be added to the "Candidate List" of authorizations. These substances are also known as "Substances of Very High Concern" (SVHCs). SVHCs are an abbreviation for Substances of Very High Concern. Substances with the following characteristics may be classified as SVHCs:
1. Carcinogenic, mutagenic, and reproductively toxic.
2. Persistent, bioaccumulative, and toxic.
3. Highly persistent and highly bioaccumulative.
4. Substances with equivalent effects. (e.g., endocrine disruptors)
To date, a total of 201 substances have been listed as SVHCs:
On October 28, 2008, ECHA released its first list of SVHCs, containing 15 substances;
On January 13, 2010, ECHA released its second list of SVHCs (14 substances), bringing the total to 29;
On March 30, 2010, ECHA added acrylamide to its second list of SVHCs, bringing the total to 30;
On June 18, 2010, ECHA released its... Three batches of SVHC lists (8 items each), totaling 38 items;
On December 15, 2010, ECHA released the fourth batch of SVHC lists (8 items each), totaling 46 items;
On June 20, 2011, ECHA released the fifth batch of SVHC lists (7 items each), totaling 53 items;
On December 19, 2011, ECHA released the sixth batch of SVHC lists (20 items each), totaling 73 items;
On June 18, 2012, EHCA released the seventh batch of SVHC lists (13 items each). Meanwhile, aluminosilicate aluminosilicate refractory ceramic fiber (Al-RCF) and zirconium oxide aluminosilicate refractory ceramic fiber (ZrAl-RCF) from the second batch were integrated into the sixth batch of the SVHC list, reducing the second batch of SVHCs to 13 items, for a total of 84 items.
On December 19, 2012, ECHA released the eighth batch of the SVHC list (54 items), for a total of 138 items.
On June 30, 2013, ECHA released the ninth batch of the SVHC list (6 items), for a total of 144 items. Items;
On December 16, 2013, ECHA released the tenth batch of SVHCs (7 items), totaling 151 items;
On June 16, 2014, ECHA released the eleventh batch of SVHCs (4 items), totaling 155 items;
On December 17, 2014, ECHA released the twelfth batch of SVHCs (6 items), totaling 161 items;
On June 15, 2015, ECHA released the thirteenth batch of SVHCs (2 items), totaling 163 items.
On December 17, 2015, ECHA released the fourteenth batch of SVHCs (5 items), totaling 168 items.
On June 20, 2016, ECHA released the fifteenth batch of SVHCs (1 item), totaling 169 items.
On January 12, 2017, ECHA released the sixteenth batch of SVHCs (4 items), totaling 173 items.
On July 10, 2017, ECHA released its 17th list of SVHCs (1 item), bringing the total to 174. It also added endocrine-disrupting properties to the existing list of bisphenol A, BBP, DEHP, DBP, and DIBP.
On January 15, 2018, ECHA released its 18th list of SVHCs (7 items), bringing the total to 181. It also updated the list of bisphenol A.
On June 27, 2018, ECHA released its 19th list of SVHCs (10 items), bringing the total to 191.
On January 15, 2019, ECHA released its 20th list of SVHCs (6 items), bringing the total to 197.
On July 16, 2019, ECHA released its second list of SVHCs (4 items), bringing the total to 201.
