Since 2025, the Indonesian Ministry of Industry has undergone a comprehensive reform of the SNI certification system. If you are planning to export to Indonesia, you must pay attention to the following three significant changes:


The "Dual Certificate" system has been officially implemented. Previously, only one product certificate was required, but now, two interrelated certificates must be obtained for legal sales: SNI CoC (Certificate of Conformity): This certifies that your product model has passed testing and meets Indonesian SNI technical standards.

SPPT (Market Access Permit): An administrative license that allows products to circulate in the Indonesian market, which is deeply tied to your Indonesian importer/official representative.

Mandatory registration of local trademarks (R-marks) in Indonesia is currently the most time-consuming hurdle. Products applying for SNI certification must complete trademark registration (R-mark) for their own brands at the Indonesian Intellectual Property Office. The registration process for Indonesian trademarks usually takes more than 18 months, and at least a trademark acceptance receipt is required for the initial application.

Strict localization and warehousing requirements mandate that overseas manufacturers designate an Indonesian locally registered company as their "Official Representative". The new regulations stipulate that this representative must possess a compliant physical warehouse locally, and all imported goods must first be stored in this designated warehouse. The "direct delivery from port" mode is strictly prohibited.

📦 Full practical process of SNI certification for export to Indonesia


For Chinese exporters, the core process of SNI certification can be summarized into the following five stages. It is important to note that the preparation time in the early stages is much longer than the actual certification time.


1. Preliminary strategic planning (taking approximately 12-18 months)


This is the core bottleneck of the entire certification cycle, and it is recommended to initiate it immediately:


Registering an Indonesian trademark: Submitting an R-mark application to the Indonesian Intellectual Property Office and obtaining an acknowledgment of receipt is a prerequisite for initiating the certification process.

Appoint an official Indonesian representative: Seek out and sign up a reliable local Indonesian company. According to the new regulations, unless there is an equity connection, a representative company can only represent one overseas manufacturer.

Establish a quality management system: Ensure that the factory has established and is operating a quality management system that complies with the ISO 9001 standard (high-risk products such as tires may even require compliance with IATF 16949).

2. Prepare technical documents and applications (takes about 1-2 months)


The application shall be submitted online by the official representative of Indonesia through the SIINAS system of the Ministry of Industry of Indonesia.

Prepare a full set of technical documents, including product specifications, circuit diagrams/structural diagrams, bill of materials (BOM), Indonesian manuals, production flowcharts, etc., and complete the translation and notarization.

3. Sample testing (takes about 1-2 months)


The certification body (LSPro) will arrange for sampling, and the samples need to be sent to an accredited laboratory in Indonesia (KAN accredited) for full-item testing.

The testing standards are strictly aligned with the local SNI standards in Indonesia (usually converted based on IEC or ISO standards).

4. Factory audit (takes about 1 month)


The auditors from the Indonesian certification body will conduct an on-site audit at the Chinese factory (with the travel expenses borne by the applicant).

The audit focuses on production consistency, the operation of the quality management system, control of key components, and the capabilities of the internal laboratory.

5. Audit, certification and subsequent supervision


After both the testing and factory inspection are successfully completed, the certification body will issue the SNI CoC certificate, and the official representative will apply for the SPPT market access certificate.

Note: SNI certificates are typically valid for 4-5 years, but they require strict surveillance audits (annual reviews) and market sampling inspections every year to maintain their validity.

💡 Guide to Avoiding Export Pitfalls in 2026


Plan your timeline early: Don't mistakenly believe that SNI certification only takes 3-6 months. Taking into account trademark registration and preliminary preparations, it is recommended to allocate 18-24 months for the entire project cycle.

Carefully select official representatives: The choice of official representatives in Indonesia is crucial and extremely difficult to replace. If cooperation terminates or the trademark expires, it may result in the direct invalidation of the certificate. It is essential to clarify the ownership of certification in the agency agreement.

The cost of non-compliance is extremely high: mandatory products that fail to obtain SNI certification will not only be detained by customs, but may also face a hefty fine of up to 2 billion Indonesian rupiah (approximately $130,000), and be mandated to be removed from shelves and recalled.

Pay attention to transitional policies: For products such as home appliances and tires, the new regulations have a transitional period (usually within one year after the new regulations come into effect). If you have products produced under the old regulations on hand, you need to confirm whether they can complete customs clearance and sales before the end of the transitional period.
