1、 What exactly is WEEE?
The full name of WEEE is Waste Electrical and Electronic Equipment, also known as the Waste Electrical and Electronic Equipment Directive in Chinese.
Simply put, when your product is sold to the European Union and it is scrapped, who will be responsible for recycling and disposing of it? Who will pay for this money?
The EU's rule is that whoever puts a product on the market is responsible for retrieving it.
This' responsibility 'can be:
·You register a company in the European Union and assume the responsibility of recycling yourself
·Or you can find a recycling company and pay them to help you process it
·Or you can find an authorized representative to help you register, declare, and pay the recycling fee
So WEEE is not just a certificate, but a compliance management system. It is different from CE certification, where CE is product testing and WEEE is recycling responsibility.
Many people confuse it and think that WEEE is just about making a report and obtaining a certificate. As a result, the goods arrived in Germany, Amazon took them down, and customs detained them, only to realize that they had made a mistake.
2、 What is the difference between registration and reporting?
The so-called "WEEE report" and "WEEE registration" on the market are completely different things.
WEEE report (over 1000 yuan)
·What is it: a test report that proves your product meets the design requirements of the WEEE Directive (such as recyclability, harmful substance content, etc.)
·Who wants: Most ordinary sellers, small factories, traders
·Validity period: Long term validity (unless the product design changes)
·What's the use of it: to handle customer inquiries, platform spot checks (in some cases), auxiliary proof during customs clearance
WEEE registration (thousands to tens of thousands, cycle 2-6 months)
·What is it: Registering with official institutions in countries such as Germany and France to obtain a WEEE-Reg-Nr. registration number
·Who wants: Amazon Germany sellers, large retailers, brand owners
·Validity period: Renewal annually (due to the need to pay recycling fees)
·What's the use: Amazon Germany requires a mandatory WEEE registration number, otherwise it will be taken down
Simply put, a report is a 'technical proof', while registration is a 'legal responsibility'.
You make a report stating that your product design meets the recycling requirements. By registering, it means that you have officially taken on the responsibility of recycling.
3、 Under what circumstances is a report sufficient?
Most of the clients I have dealt with actually just need to give a report.
1. Customer requests a WEEE report
Many overseas customers require suppliers to provide a WEEE report when making purchases, proving that the product meets EU requirements. This kind of report can be done without registration.
2. Shipping by sea, general trade export
If your goods are shipped by sea, customs may occasionally inspect WEEE compliance documents during customs clearance at the destination port. At this point, the report is sufficient, no registration number is needed.
3. It's not selling on Amazon Germany
Amazon Germany has a mandatory requirement for WEEE, which requires a registration number. But if you are selling in France, Italy, Spain, or operating as an independent website or offline channel, reporting is sufficient.
4. Small batch and trial orders
If you are just starting out in the European market and the volume is not large, you can start with a report. Wait until sales stabilize and the platform requires it, then register again.
I have a client who makes small household appliances. In the first year, they produced 3 cabinets, all of which were reported and had no problems. The sales increased in the second year, and Amazon Germany required registration, so he went to make up for it.
4、 Under what circumstances must registration be done?
1. Sell on Amazon Germany
This is the most crucial scene. Amazon Germany has a very strict review of WEEE, and you must have a WEEE-Reg-Nr. registration number, otherwise the link will be taken down.
2. Requirements for large retailers
If you supply to large chain stores such as Mediamarkt and Saturn in Germany, they will require you to provide a WEEE registration number because their compliance review is very strict.
3. The product belongs to the mandatory registration category
Some products, such as photovoltaic products and large household appliances, are mandatory to register in Germany, regardless of which channel you sell them through.
4. Officially inspected
If you are unlucky enough to be spot checked by the German environmental department, they will require you to provide a registration number. If it cannot be taken out, fines and confiscation of goods will be imposed.
5、 How troublesome is it to register? How much?
To be honest, WEEE registration is the most troublesome part of EU compliance, even more tedious than CE and RoHS.
Registration process:
1. Find a German authorized representative (EAR certified)
2. Provide company information, product information, and estimated sales volume
3. Authorize a representative to help you submit an application to the German Environmental Protection Agency
4. Obtain a WEEE-Reg. - Nr. registration number (cycle 1-3 months)
5. Pay the recycling fee annually (calculated based on the quantity and type of products you sell)

·Registration fee: ranging from 3000 to 8000 yuan (depending on the authorized representative you are looking for)
·Annual fee: 2000-5000 yuan per year (including recycling costs)
·If the sales volume is large, the recycling cost will be higher
The difference between Germany and France:
·Germany: The strictest, there must be WEEE-Reg-Nr
·France: There is a separate WEEE system that also requires registration, but the process is simpler than in Germany
I usually advise customers: if they only sell on Amazon Germany, do German registration; If selling to France, register in France; If you only make reports, don't touch Amazon Germany.
6、 How should I choose? Here are three scenarios for you
Scenario 1: You are a cross-border seller selling on Amazon Germany
→ Must register for WEEE in Germany. Don't try to save this money, the platform will investigate.
Scenario 2: You are a factory engaged in traditional foreign trade, and the customer demands WEEE
Doing a report is enough. Ask clearly what the customer wants, most of which only require a report.
Scenario 3: You are just starting out in Europe, with a small volume and uncertain channels
First, make a report. Wait until sales stabilize and the platform enforces it, then register again. Reports are cheap, registration is expensive, don't spend money unnecessarily in advance.
7、 Finally, let me say a few words
Many sellers have stumbled over the issue of WEEE. Either they spent money on registration, only to find out that they only needed to report it; Either they thought the report was enough, but the goods were taken down by Amazon.
I have dealt with the most urgent customer, who came to me for registration only after the Amazon Germany website link was taken down. The registration period takes 2-3 months, and during those two months, he didn't sell a single order, resulting in a loss of hundreds of thousands.
So my suggestion is simple:
·Find out your sales channel (is it Amazon or traditional foreign trade? Which country?)
·Clarify customer requirements (does the customer require a report or a registration number?)
·When unsure, make a report first. The report is not expensive and not wasteful
